There's an understanding to limit bombardment most likely. Russia can land a shitload of missiles on Kiev if it wanted to but so far it's been pretty precise in hitting infrastructure. The Ukrainians could with this new opening target logistic centers of Russia as well, inside Russia proper. But if they shoot at population centers the Russians will probably start doing the same.
