it's Joseph Benavidez right? From 2010 to 2020 he was a top contender, starting at bantamweight and then transitioning to flyweight, with the vast majority of the time ranked at number two behind the champion. Up until his split decision loss to Sergio Pettis he had only lost to Cruz and Mighty Mouse. I can't think of anyone else with that kind of longevity at the top who never became champion.

Kenflo. One of the best guys at LW when the division is just coming up. Won 12 of 13 fights at LW all via finishes. Only took 1 fight at FW to get a title shot at Aldo but came up short. Was always so close but never won the big one.

Mendes and Florian always get mentioned when this question gets asked (two good choices). Benavidez came so damn close twice (split decision lose in the first MM fight for UFC gold and then split decision loss to Cruz for the WEC gold)
