It is, but it's minimal. There's still friction. However, the question doesn't ask for the treadmill to move at a speed so as to keep the plane still. Instead, it asserts that the treadmill moves at a speed equal to the speed of the plane.

Close. If the belt detects the plane moving 1 mph forward, it speed up in repsonse to that forward motion. We didn't limit the belt to the same airspeed as the plane- just that it moves in response to the planes airspeed.

any thrust gained by the propeller would increase wheel speed therefor the belt speed would increase wouldnt it?
