When Bucky was captured by Hydra, he was subjected to various experiments by Zola. Including being injected with a version of the Super Soldier Serum. While this was inferior to the version used on Cap himself, it still enhanced his strength etc to a level that allowed him to survive the fall from the train during the fight to capture Zola, albeit at the cost of his left arm.
As to the relative fighting abilities of Bane and WS: Bane's only meaningful wins were over a CIA team and ring-rusty Batman. Full Training Camp Dark Knight pushed Bane's shit in.
Bucky was trained by the KGB, who know a thing or two about fighting. He was one of the deadliest assassins in the world for decades. Natasha relates how WS killed a man she was trying to protect by shooting her through the belly. He fought Cap to a standstill in their first encounter, and lost a close rematch to RNC/Body Triangle. He's also seen walking through Shield agents and he besmirches the Falcon.
