I can't say for certain either way. I know the klyntar is peaceful at heart, and Flash kept it on for long times in space while working with Guardians of the Galaxy, but I'm not 100% sure of the entire story. You may be right I dunno.

Otto, while battling Norman Osbourne, had to open up Peters memories and such to try and defeat him. That allowed Peter to retake his mind and body.
I have to add that Peters subconscious was always there even with Otto in control. Peter was like the good angel on Otto's shoulder. By the middle of the story, Otto really understands how Pete was shaped by the losses in his life and tries his best to be heroic like Peter. He spurns MJ early on, but for her safety. Otto falls in love with Ana, the little person scientst, and tries to do the right thing. So he doesn't fight Peter when Pete begins to regain control, admitting that Pete is truly the superior Spidey.
If you want to learn more about the run, and it's one of the best run in modern Spidey comics, ComicsExplained on YouTube has a couple vids detailing the entire Superior Spidey story.

But if Otto had all that power of the black symbiote? He prob takes over the world lol.
 
A good Namor would do wonders for the MCU. Bring some much needed darkness and anger to movies that getting a little too light for my tastes.
 
Now we can have the full illuminati (minus mutant rep) if FF is indeed back with Marvel
