First, let me know that many people amongs the elite have that same idea. Also, in the future society cyberpunk that is coming, everything will be commodified, like never before. Healthcare, education, and after that justice. We will get there, one day, even if it may take one century or two.

There is no where to run, nowhere to hide, death sentence inmates organs are gonna get harvested, officialy, or unofficialy, based on how much the public would be able to accept it.

But I'm fine if it's voluntary, that is a in between possibility.

Guillotine is the cheapest, fastest and painless method to execute an inmate. Electric chair hurt a lot for a few seconds, even lethal injection, drowning and suffocation also for a minute or two.

Harvesting organs could be made into a business, not with good regulation and a comission of control. To sell them on the market can generate money, if commodification of justice is pushed too far, but why do we have to get there ?

Give organs to people fellow citizens on the waiting list, to save lives. The world population will increase, diseases also will increase, and with them the people in need for organs, and the people in need will cumulate in larger numbers. The demand will be very high.

The future that governments will meet will be very dark, bankrupt, in debt and in crisis, your government will try to save faces, in fact, if one government applied the guillotine for organ harvesting, it would force others governments to follow, to remain competitive.

Innocents people are getting harvested willingly or unwillingly on the black market. There is already organ trafficking. We will see what the elite will do, I believe that in the next two centuries, we will get there.

You would need to take organs while they're alive or very soon after they died. And their organs do not belong to the state to just take. You have no right to take someone's organs.
