take down? nah
hip toss? yup

throws are tools. some are general-purpose and suit a wide variety of applications, others tend to have more niche applications.

assuming they're equally proficient, the more aligned tori and uke are insofar as center of gravity, the more of that toolbox they'll be able to dig into.

a size difference usually means some of those tools increase in efficacy, some decrease.

certain throws are more hammer than screwdriver. screwdrivers tend to be better hammers than the other way around.

there's wisdom in knowing which tool to pick, but ultimately the tool is only as good as however much the user's practiced with it.
 
Shorter guys are harder to takedown if the opponent is a lot taller.
Depends from position and what stuff they will do IMHO.

Taller guy might " lower " his height by changing stance and some stuff. It is also usable in some cases for h2h.

If we assume equal ! weight and attempts to disbalance then in such form ofc you might have more chances to disbalance taller guy. However he might reduce actual height etc too.
