A person who does not have thousands of dollars per week to spend isn't going to be able to afford the best diet, get their blood tested regularly, have dedicated people who design their workout plans etc.
Just by eating a diet which is prohibitively expensive to 99% of the world, you can change your hormone levels completely, which will drastically change how your muscle develops.
