Europol knows a lot more about terrorism than you or I, they guard an entire continent from it. Why would you not look to an expienced globally recognized law enforcement agency for guidance?

Americans are going to tackle the problem the same was Europeans do... as if they were dealing with decentralized autonomous cells, loosely affiliated and without high level hierarchy, likely with individual ring-leaders within the cells that act independently to disseminate ideologically congruent instructions and propaganda regionally.
