The US tried to do it around the 1900s. A few politicians tried to ban it under the premise that it was unamerican.If there was a nationwide law that banned tipping, that could work. But doing it one restaurant at a time will always fail.
Cruise ships are the worst. Every time an employee does their job you're supposed to tip them. What bullshit that was. I spent an extra grand just on tips on that cruise. Haven't gone on one since.
The aftermath from this confrontation is wild.
Needless to say, it went viral.
There was online harassment of the restraunt and its owner, including hundreds of negative reviews on Goggle & Yelp.
The owner made a video apologizing for the incident.
The local black community protested outside his restraunt, with chanting, so no customers were going in.
The owner came outside to make a public apology.... and it was as effective as the first apology.
Apologizing actually fanned the flames that are practically burning his restraunt to the ground.
If your business model is based on needing tips - your business model sucks. Sorry, is what it is.

Imagine chasing and harassing your customer because you don't pay your employees enough to live.
This is going too far, IMO. The guy may have reacted improperly to his customer but he did admit he was at fault and apologized. No need to destroy his life, he thought he was looking out for his employees and just went off the rails.
The high failure rate is everywhere independent of pay model. It's a harsh business.
I find it really strange that no restaurants in the US decide to raise the prices and the pay of the waiters so there is no need to tip, and advertise as such. The average net bill would be the same anyway. There seems to be enough people annoyed at tipping culture that such tipless places could thrive. Maybe it's an inertia problem.
I for one prefer that way, as long as waiters are polite and ready to answer when called. The american way of waiters ostensibly interrupting, offering stuff all the time and asking if everything is ok is so awkard.
