Hard to say without knowing the culture, but something along the same lines was talked about in a BBC aticle about Chinese communist leadership, about preferring not to draw attention to themselves.

In Asian culture, you want to be the tallish one in the group, but you definitely do not want to be the tallest. If you stand out too much, you will get hammered down relentlessly. This is especially true in politics and business. The whole culture revolves around a collective mindset and conformity to the norm.
With that said, you don't want to be at the bottom either.
