The one thing I can think of is someone in political power is in cahoots with him, its a very strange thing to drop all charges like that very strange that everyone no matter what party you are should remove their tribalism hat and demand answers how and why and who pulled the strings to get him off.

If this were someone with no status or political leanings he would not get away scot free.
