Yes it states he was nabbed as part of an investigation into extremism (while under arrest for identity fraud), like many people were taken up as FBI informants in the post 9/11 era.

EDIT: Actually, i did a little digging. Apparently that shit-tier book you linked talks about Ali living in Islamberg. Ironic, as that place has been threatened with MULTIPLE terrorist attacks by good ole Americans.
