It means that the Democrats will gain less than 38 seats on net. So, for example, if the Democrats were to net < 23 seats, (and the Republicans therefore keep the House), that would be consistent with my prediction.

Essentially my prediction is that there is no "blue wave".

If you want to see a real "wave", consider the 2010 elections. Republicans netted 63 seats that year.

Don't have any predictions, I haven't been following any of the races outside of a cursory glance. Would need to look at the data before predicting anything. I'm not even American but watching American politics is fascinating. In a can't look, can't look away kind of way.

If the Democrats net +14, the Republicans keep the House. The +14 doesn't mean the final party difference. It means the breakdown relative to right now, which is 240 (R) -195 (D).*

So +14 D would give us a final balance of 226 (R)-209 (D), and the Republicans would keep the House.

Wait what? The Dems had control the last two years? I must had missed something about Republicans controlling government the last two years, why would anything bipartisan come from Republicans or the POTUS.
