It's not better than what Aspinall could potentially put forth. For 2 reasons. Eventually, if you string enough impressive wins together that can overcome a perceived weakness in a division. Yes, if the division stays the way it is that means Aspinall must do MORE than someone who fought at a time when the division was stronger. But that's not the same as saying "it's impossible in the current landscape for him to surpass ______". Because they're still top ranked guys for the era, and knocking them all out matters. He's not beating regional scrubs. He absolutely has to look more impressive and not slip up given the level of competition (his margin for error is smaller), but he can get there.
Also, the division can change. In 2-3 years we could (could, not saying will obviously) see an influx of talent that makes the division look much better. If he's beating a bunch of really good new-blood type guys, that could also tip the scales in his favor.

Most people will never consider him THE GOAT just based on who he beat because a lot of the names were forgettable, never champions, or had mix win/loss ratios. Jones, Anderson, and GSP will almost always be ranked higher than him based on WHO they beat despite DJ having more title defenses than some of them. At HW, look at the level of competition Junior Dos Santos was beating on his way to the title and right after winning it. For some reason he doesn't get as much HW GOAT talk, but this resume probably beats anything Aspinall could ever do at HW because the names just aren't there right now or the foreseeable future. Same with the records of Ngannou, Stipe, Cormier, Cain, and Werdum. A lot of the fighters these guys were fighting went on to win the title at some point too.

He was given the belt when Jon retired.
Right now there aren’t any big names in that division for him.
It’s still early days and he hasn't beaten anyone that is worth mentioning.
Look at Jones past opponents from Light heavyweight and the guys that DC and Stipe beat there are some goodnames in there. Look at Pereira opponents, lots of big names and former belt holders.
Heavyweight right now is ordinary.
You can’t be considered great if you haven’t beaten anyone great.
