CHIP has, and has had, bi-partisan support since it was rescinded by Republicans. They could have put forth CHIP renewal at any point and it would have passed. They didn't, because they wanted to attach it to a shitty budget and then try to make the asinine claim that democrats didn't support it.
Republicans promised a clean vote on DACA. Again, another issue that has bi-partisan support. They gave their word that if democrats would sign onto the world's shittiest tax plan, they would in exchange offer up a clean DACA bill. They lied. Democrats are right in finally (should have been done sooner) calling republicans out son such blatant hypocrisy and dishonesty.
The republican party controls the WH, the House, and the Senate. They've had all year to work on and propose a budget. They wait till the 11th hour to backtrack on every promise, and cry foul when called on it.
No one except the most partisan of hacks could put this at the feet of the party which lacks power.
