Why don't you start a nonprofit health insurance collective?
The way universal healthcare/insurance companies work, is to divide out healthcare costs among as many people as possible. If you do this on your own, you don't have to force it on people who don't want it AND you avoid government inefficiency.
You just take the total healthcare costs+overhead, and divide it by the number of people who joined. Everyone would be paying an equal share.
