Another great example is Marge Gunderson. She uses her non-threateningness, smarts, empathy, and her gun to take care of business without being given essentially magic powers.
I guess it was Jamie Lee Curtis who started it all, but the slasher genre is packed with strong female leads who overcome much stronger bad guys, using their brains rather than the powers of crap choreography and cgi. It's become a cliche, been mocked by parodies like scream, yet they're still churning them out because that's what works really well in that type of film.
The movie industry as a whole isn't lacking well written female leads, it's just the action genre that's doing them really badly in recent years.
