With any big online game, toxicity is inevitable. I've found 99% of lfg games to be filled with really cool and fun people but there's always that douchebag try hard lurking somewhere. I've never experience anything close to some of those Overwatch/Dota 2/LoL toxic youtube videos.
We'll see how this "new" network structure works for PVP. My cynical, hatin' ass thinks pvp groups got reduced to 4v4 to lessen red bars, they didn't want to pay for dedicated servers, and possibly they just didn't have enough time to completely rework their network code.
I'm not a network engineer and by no means am I saying I understand everything involved in netcode, but Bungie did like an hour presentation on this and most of the "people in the know" seem to think what they are doing is the best overall solution. They also did a massive write-up on it not so long ago.

If you have a chance give this presentation a good read and I think you'll be amazed at how much work and thought Bungie has put into the netcode for Destiny 2. Dedicated servers are great but a P2P-style connection CAN offer a better experience for all involved if done properly. Anyways, again, I don't know much about network architecture, but this consensus is what I have gathered from talking to those who do.
Edit: the presentation I linked was for D1. Anyways, the weekly update I linked goes into more detail about how Bungie is going to utilize P2P in an enhanced manner.
