It's pretty amazing that there are zero reported cases of wild orcas attacking humans.

Certainly possible, but unlikely that they could kill every witness every time over hundreds of years worth of interactions.

Yes it’s an awful bill and will most likely be defeated, I actually testified against a version in Ma a few years ago. Sat around for 6 hours waiting to talk for 1.5 minutes, but it was worth it and this will most likely be defeated.
