yeah, he didn't believe in giving back original names unless they crawled through broken glass to him in emails begging for their accounts back.

The system was for when he was doing registrations. If a new account showed up as being a prior ban, it gave him a quick context without having to do research on it. He could just go, three star, registration denied and he would approve and then ban the account immediately to make the registration process harder.
