Yeah, you wanna feel for her, but it’s just a weird situation. Her husband (who she still swears is just her coach) has complete control over her, and he’s the main cause of her issues. Literally no promoter in Japan will work with her anymore. Even Shigeru Saaki of Deep, who gave her more chances than anyone.

Now, I have no idea if she’s actually fighting for free on this or not, but it wouldn’t surprise me

Well...
She's managing to have her first fight overseas in almost 10 years.
Her husband/coach/management is basically... She's controled by him and they have very annoying clausules that make her kinda impossible to be dealt.
For example, when she had her UFC run, they would have offered her a 4 fight contract. Her management veemently denied that contract, having instead a 2 fight contract, which they would negotiate for 2 more fights after. As you probably know UFC (U Fight Cheap), this was atrocious for them to deal with.
There were other situations where she avoided opportunities due to difficulties related to her manager/husband... People here probably know more than me.
Also, Pannie Kianzad is huge step up for her (considering what she was used to face).
 
Its a fun freak fight idea but serrano is with MVP no way the UFC is interested in copromotion for that. Which i dont think is possible since MVP probably is has a deal with netflix so theres also the paramount issue.
I'm surprised the plan seems to be have Nunes sit out. Norma also offered to step in even if 324 isnt working a move to the shitty 325 or 326 would be a blessing.

division wise i agree that norma is a worthy contender. numbers wise, no matchup is as compelling as kayla/amanda, which is a shame
