It just doesn't seem like Putin/Russian Goverment really cares about those "punishments" tbh.
They knew they would get consequences like this before this attack, they're prepared to take the heat from it. The civilians on the other hand never really wanted to have this war in the first place.

Yeah, this shit usually doesn't work as intended. Just look at Cuba. The US embargo and sanctions against them have been going on for decades, and the regime is still standing years after Castro's death.

There is the idea that people would ask why. A lot of Russian people do not have much access to outer info, except through international events, so it's to force people to ask why and find out what their own country was doing without their knowledge. Theory is that it raises hate with their own country. And Russian businessmen have their hands tied in everything. I don't think any high level Western official truly believes that making the lives of ordinary Russians miserable will lead to Putin being overthrown. Historically sanctions aren't effective in that way. Iraq suffered under crushing sanctions for years but Saddam still help power, ditto Iran, Cuba, and North Korea. The severity of sanctions in this case seems to be driven more by emotion than any kind of thought out strategy. The West cannot confront Putin militarily so they're lashing out and being as punitive as possible out of frustration imo.
