I know here in NY the Department of Corrections has outlawed the use of knee on neck because they have seen that it resulted in many cases of those being restrained having a hard time breathing. They put individuals on their side now but I still wonder even though it is outlaw if some CO's still use it just like I've seen some police officers use it on individuals in jurisdiction that clearly outlawed it's use.Knee-on-Neck
It's a thing. It is obviously part of training.

I’m down to contribute.
It's an Aikido technique. Too deadly for MMAI know here in NY the Department of Corrections has outlawed the use of knee on neck because they have seen that it resulted in many cases of those being restrained having a hard time breathing. I think all police jurisdictions in this country should outlaw the use of it and if they find any police officer still doing it said officers get taken out of the rotation and given proper training as to why knee on neck is illegal now. If said officer does it again they are fired from the department
Who's talking about the riots? I'm talking about the protests. It's not possible to look at the scale of them across the nation, look at the totally unique response to not just floyd's case, but the re-opening of other cases and rapid movement of state governments to address police reform that suddenly occurred when it became clear these protest would continue, and say it could have all been done with a #. That's been tried before and did not have anywhere near these results.
I think the government would prefer the type of folks that stay at home and whine on the internet instead of going out and confronting reality. Sounds easy to ignore.
I told you I don't know anything about it and asked you for more information.
You didn't provide any information. My thoughts are obviously unchanged. Are you trolling?
Have to wait for the facts to come out. That's what people always repeat when some black man dies in a police interaction.
That's pretty massive. That's pretty much the model to follow. I'd move away from any urban area. Anyone kinda near the bad part of town is going to see a major uptick as well.40% increase in 2015, and never went back down.
Is this not the "wait till the facts come out" stage?
I get confused because it seems so dependent on the demographic of the victim with you guys.
You really do not even know who David Dorn is.
I think this is right here the biggest problem. People living in a bubble and only getting a certain narrative pushed on them.
PG County Maryland has a lot of black cops. Since the 90s. They've always had tons of police shootings there. They do. Studies showed that blacks were more likely to get shot by minority cops.
I know NYC is 53% minority in terms of patrol cops. Other urban cities are similar in percentage.
I see where the disconnect is, it's in the word 'prove'. The 1st statement should read:
Defiance by employers of the Civil Rights Act's provision against racial discrimination was so *apparent* and pervasive that implementing institutional racism favoring blacks was necessary to ensure blacks got jobs they were qualified.
2nd statement should read:
Government action against employers required official steps before actual punishments could be levied
I certainly do think the government needs reasonable suspicion against white institutions to begin an inquiry. Something like multiple complaints would be sufficient.
Painting a street on a whim to discredit a political opponent, yep. Imagine if Republican Mayors went around painting MAGA on all the streets.
