If we forget how big a fuckup Jones often tends to be in general terms, one would guess the reasoning is something like what Mir said:

Yeah, we’re learning our lesson about bidets pretty hard right now. There’s no fucking toilet paper anywhere. I remember when we used to make fun of Soviet Russia for toilet paper rationing.
