Why is there such a difference?

People weren't really asking for a rehab; Jones and the UFC decided this.

Besides the coke, that test of Jones showed some strange testosterone / epitestosterone ratio. The UFC putting him in a (symbolic) 1 day rehab was the best thing to avoid more damage.
