Why a few years in age makes a big difference when young but not when old

A 10 year old is 10x the age of a 1 year old.

But fast forward 100 years later the older one would be 110 and the younger would be 100 which is only a 10% age difference.

I was trying to explain this to a friend when discussing age of consent laws and he just did not get it.

I would say it's the same way time seems to go faster as you get older. 1 year to a 4 year old is 25% of his life. 1 year to a 10 year old is only 10% of his life. 1 year to a 25 year old is only 4% of his life. 1 year to a 50 year old is only 2% of his life. So on, so on. Relatively speaking that's why time appears to go by faster as you're older.
