I'm not sure if that's in any certain order, but I'd put Randy above Coleman. He easily beat Coleman late in both of their careers, beat Mo Smith for the title shortly after Coleman lost to Smith and simply had a better career.1. Mark Coleman

I would have loved to include Kerr and Lesnar but the 10 guys above had more fights and were more time-tested and proven against other good fighters. DC might be my #11 as he was taking down LHWs and HWs. Cejudo would probably be coming somewhere into the top 15 as he was able to take down any flyweight and most bantamweights.
