I don't entirely disagree but he had his moments where he could be goaded into reckless exchanges, him and Willie Pep where both certainly up there, as were RJJ and SRL as far as all time defensive greats go.Sweat P was robbed in most of his losses. He's one of the best boxers of all time and the best defensive boxer of all time.
Prime Pernell beats Prime Floyd in my opinion. RJJ is way bigger so it's hard to judge across weight classes: RJJ's footwork was always questionable; but his reaction time and hand speed were off the charts.Fuck yeah, love a Sweet Pea shout out, he's the man that got me into Boxing.

Floyd was basically the upgraded version of Pernell which is what drew me to him in the first place when he turned pro.

prime Oscar only won by a gift decision against Pernell (very near the end of his career) after Pernell made him look stupid. This dude has talent no doubt but he's fighting bums off the street. Someone of his relative skill would tag him a lot more with his hands down like that, not to mention if they thew in body shots or god forbid leg kicks. That's not to say this guy personally wouldn't adapt just fine to that but head movement is just one defensive tool, chin down hands and eyes up and distance control are just as important.
