The Rock has done the most with his career after the WWE, but he would have never had the opportunities in Hollywood if he wasn't a rassler first. Hogan/Rock/Austin are pretty interchangeable in the modern era. Bruno overall GOAT though.

Again, a list of criteria would need to be established. In terms of what they did in the WWE, it's hard to put Rock above Austin let alone Hogan. The crowd booed a babyface Rock and cheered a heel Hogan who had just ran the Rock over in a ambulance.
Outside of the list of accomplishments in the ring, Hogan was king of wrestling from 1984-1991. Rock was king of wrestling for maybe 3 years and Austin for maybe 4+ years. Neither had the longevity of a Hogan although Rock coming back has definitely helped.
