His lack of declaring GOAT recently(afaik) is all you need to know. If AS hadn't pissed hot, it'd be him. If GSP hadn't called the UFC out on a lax drug testing policy, it'd be him. If Jones didn't become pr nightmare, it'd be him. If Aldo was popular, and acted like a good company man, it'd be him. They'd call Ronda GOAT if they thought anyone would take them seriously. It's just another form of hype. Then the UFC(err.. I mean MMA) media parrot whover UFC is telling them is the best.

Yea Dana gets paid to make money but does that mean the fighter that sells the most is the GOAT? Bones is practically undefeated, has never lost a title fight, was the youngest champion in history, defeated 5 former champions consecutively. How does anyone measure up to that? GSP, Silva, and Fedor measure up in their own individual ways but Bones is definitely a force of nature.
