What color were the hippies? Why did black communities ask for tough drug laws?

Idk what color the hippies were, but I know the blacks were black.
I also know that the law, as its enforced, doesn't affect "hippies" as hard as it does blacks.

And idk, you'll have to ask "black communities" from the Nixon era to get those answers on you're own.
Any source to support that claim?
