Doing the Speed limit on an open road...safe. Same speed limit is not safe if there's a large crowd of human beings directly in front of you and you are driving into said crowd. Maybe 5 mph makes sense there, if that. Unless you are trying to put people in grave danger, than you drive like they aren't even there and someone gets killed.

Doing 25 mph plus on that street in that direction that close to pedestrians was completely reckless and an immediate threat to safety of all the pedestrians. The photo you showed of his TAPPING the brakes for a fraction of a second literally shows him waiting to do it till he is already mere feet from blasting a guy who has to dive out of the way. Why wouldn't you hit someone's car who is driving straight into you and other civilians?
