As hard and fast as you can while still managing correct form and technique. If your form is suffering as a result, dial it down a bit until the form becomes more natural, then increase power. Never, ever sacrifice correct form for power or speed. Ever.
I studied Yodsanklai a lot so i've always thrown hard. It's hard on the cardio but in the long run I benefit from it, I throw every kick, cross and even jab at full power.
I've personally been struggling lately with not throwing every shot hard. I'm trying to separate speed from power, and just focus on keeping up my volume of punches and having clean technique at high speed. I'd say most of your full power stuff should be reserved for the heavy bag and fights.
