And 20 years later all ISP's are still allowed to discriminate against 20 million people while they've make trillions off our taxes. Broadband needs to be a utility, and Verizon, AT&T, and Comcast needs to be retroactively fined to fund it? Monopolies and discrimination aren't supposed to be tolerated in today's society. Poor populations are the most discriminated against, race doesn't matter as much.
