What makes these cities extremely safe?. And other cities, too, like Kyoto, Busan, Nanjing, and dozens of others. HUUUUGE cities with MASSIVE populations and they're all worlds apart politically, run by people with totally different mindsets, totally different people

They don’t have a massive and permanent criminal underclass who’s behavior is excused by people and institutions with power.

I will not call them as safe in general because there you are like ant. ....
Crime it isn't Harlem ofc etc....

While in my area are living some korean and japanesse immigrants....they are so called highly valuable specialists or business ppl.
One female from Japan told that she feels like ant in Japan's capital.
Always dense and busy traffic on roads, escalators full with ppl , if lift will not work you are in big trouble. If you have some large flat and especially if you have house with garden you are ......very happy and considered as Lucky one.

BTW a bit off topic but stuff from 100% good quality natural Wood is very expensive in South Korea and Japan, also in rich China's areas, Singapore, Taiwan.
We even have some EU businesses selling them gift boxes and custom design furniture etc....

Can't speak for all but it'd be a long list of factors:

Low corruption
Economic prosperity
Excellent health care
Strong family values
Trust in institutions
Education systems
Leadership values
Moral codes of self respect and respect for others
Discipline
Sense of community
Low tolerance for criminal behavior or promotion of criminal behavior in media
 
Different mindset is part of it. Also with Korea, CCTV being everywhere
CCTV is very big factor if there is question about proof for court.

While if someone is really dumb it doesn't prevent shit to happen.
For example in one case approx 30+ ppl and CCTV watched stuff how 14 y.o kid had beat his opponent till GBH ....ofc hospital and long recovery time...
 
The state wont let you out on bail after you just assaulted someone. Harder on crime generally.

Did any of those places drag large numbers of people from other countries and make slaves of them (since the establishment of the USA)?
 
I would also like to add in all seriousness that the united states currently houses roughly 25% of the world's prison population and about 4% of the world's total population. seems like "other countries are tougher on crime" is a pretty stupid answer to me
