The cops even ran to get the fire extinguisher to help the dude. They did nothing wrong.

I don’t know how they would have expected it to work unless they didn’t see the backpack. I just went through taser instructor class last month. Jackets can defeat the taser, but there is absolutely nothing wrong with taking a fleeing suspect from a pursuit. I don’t know all the facts on this one as to why they were pursuing a motorcycle-many departments including my former one, have a no motorcycle pursuit policy unless it is a murder, robbery, or shooting suspect.

Even if he did, when the cuffs are on, the force is no longer justified in most cases. They should have patted him down immediately after being cuffed if they are so worried he had a weapon.
