Weigh in procedure lacks one simple regulation, that will benefit fighters' health a lot:

Just hit them in the wallet. 20% for 0.1 - 2 pounds, over 2 - 3 pounds it's 30% and over 3 is 55%. 3 weight misses and they move up forever. This is off the total purse, show and win bonus (if they get it). No money goes to the commissions, it goes straight to the opponent. These are some harsh penalties, considering they can't win a bonus either.

One dodgy cut could be caused from a variety of things like an injury during camp, getting sick close to the fight or just bad luck and this should hurt the bank balance, but it shouldn't change someones entire career. Repeat offenders have fucked over their bank balance on the way to being kicked out of the division.

True but this is a great way to get the UFC brass and the fans to hate you. They also give up 100% of their purse when this happens.

The only way to stop weight cutting is to prevent weight cutting instead of punishing failed weight cuts.

No one likes weight cutting, not the fans, not the fighters and not the UFC brass. If it were as simple as just stopping it the UFC would have implemented a system. You think the UFC wants all these last minute pull outs and fuck ups? Obviously a guy who weighs 189 should just cut out dinner and jump in the sauna for 30 mins to make 185 at the least, so you'll never stop weight cutting all together. You have to figure out a system to make sure people are doing it safely. One's system seems decent, but I'm sure there's flaws in it.

Having the fighters police it themselves at least, at the risk of losing cash, encourages them to limit calories during camp to loss some mass, so the water cut isn't so bad. Either that or eat big and go up, like Robert Whitaker, DC and Luke Rockhold (probably).
 
You're not about to mandate somebody fight at a certain weight. It's a fighter's right to decide what weight class he wants to fight in.

I haven't heard of it in the UFC or other big orgs but guys have missed by like a pound and have cut it fairly quickly. I know it happens in boxing in smaller shows
 
How about eliminating weight cutting all together? Register for the weight class for the weight you actually fucking weigh when you're in shape, weigh in, get tested for proper levels of hydration.

In the current model there's still fights where guys have a significant weight advantage because they gained it back, hence defeating the purpose of weight classes. With my model though they wouldn't have any weight advantage beyond the range within the class.

Yep. And treat it like you treat PEDs. Within 6 weeks of a fight you need to be in your weight class at all times. Weigh the fighters at random and have some financial punishment for every pound over. It is an extremely easy solution. You just need to adjust the weight classes 10 to 15% upwards. Take a year or so to transition to the new system. You can still have your weigh in and square off show a day before the fights. During the transition year weigh fighters right before the fight and announce it to the audience.

Problem solved.

Yes you definitely can. You cannot tell a fighter to CUT weight, but you can tell him NOT to cut.

In this case - "better safe than sorry" rule should apply.
Weight cutting is an OPTION. You miss a pound? We don't know if it's easy for you to cut or hard for you to cut, it's irrelevant. You can't cut exactly as requested? Then don't
