The regulation is simple:

If the fighter misses weight, no need to punish him, no need to cancel the fight, no need to even let him try to cut again.
The fight is on, catchweight or whatever, leave his purse alone, don't let him dehydrate his body even more.

However:
The fighter HAS TO MOVE UP for the remainder of his MMA career.
No exceptions. Not in the close future, not in the far one.
One time weight miss-->Higher weight category.

UPDATE: one more demand:
If the difference between fighters' weight is X pounds - the fight is cancelled (X=3?)
Also, after the first (and last) weight in

Any fighter thinking over going up would miss the next fight on purpose bc there are zero repercussions.

So, one more demand:

If the difference between fighters' weight is X pounds - the fight is cancelled (X=3?)
Also, after the first (and last) weight in
 
They should just take 10% per pound and it doesn't reset each fight. Miss weight by a pound this time =10%, miss weight by 2 pounds your next fight 30%.
Or 5%, I don't care too much about the miss weight unless it's like 14 pounds or so

Consequences... if that was a rule then you’d simply have fighters pulling out ‘sick’ rather than going to weigh-ins, ie pulling a Khabib/Aldo. It’s easy to pretend to be ‘sick’ because weight cut is basically potentially deadly dehydration.

Nah maybe they were sick early in camp or had a nagging mild injury so they couldn't cut that last pound

Had they chosen to fight in higher category, they wouldn't have had to cut this last pound in the first place...

Yeah, I know. But, as I mentioned, I don't remember any HW missing weight.
Sure I can think of the way to resolve this issue as well, but why bother if the cases don't exist?

Khabib/Aldo/Belford and other dudes make a career of getting ‘injured’/‘sick’ if they can’t make weight or just want to milk their sponsors.
