Moderators don't moderate each other, and we aren't going to have that sort of discussion in the general forum.
I can tell you though, that aside from empty flaming without addressing the topic, the definition of "over the top" flaming is highly subjective between moderators. I largely don't care as long as it's on topic, but if a poster is continuously flaming even while they still address the topic, there's a good chance of copping an infraction for it. Especially if they already have infractions for "empty flaming".
Accusations of murder, philia, rape, threats of violence and involving a posters family members etc is explicitly mentioned in the rules as "over the top" and highly likely to get you infracted.
If someone breaks the rules, that's not a licence for tit-for-tat. Chances are everyone involved will get infracted.

The thing is though, is that there are a lot of situations where people pat others on the behind, without it necessarily being seen as a sexual thing. All you have to do is look at a lot of men's sports. Depending on the context, it can be seen as a form of teasing, or even "motivational".

None of this excuses people going out there and doing this for no reason, but I think outright grabbing a person is a little different, still, from the old "pat on the back".

In that particular video's context you could definitely see it as a degrading act, but still less degrading than someone outright grabbing her.
