It's definitely not OK. If someone publicly posts their pic then we don't moderate the consequences, but having another user's pic (shooped or otherwise) as an AV without permission won't be allowed. If it happens, contact a mod and it'll be removed.
That said, given the level of vitriol on here, it should be obvious what's likely to happen if you post your pic or other information.

That of course wouldn’t apply to perma-banned users, since they are no longer members of the forum though, right?

Might depend on the situation. Just because they aren't a poster doesn't mean they won't cause drama contacting the parent company if their picture is being posted here. Banchan comes to mind.
The WR is a political sub-forum, so there really isn't any need for that sort of nonsense and e-drama.

A healthy amount of drama makes it more entertaining. Political discussion is like 90% drama. But yeah, contacting the parent company is just crazy. That should be a IP ban IMO.
