In competitive policy debates teams lose points for every argument their opposition makes which they fail to address.
So to game that system it's become a norm to "spread" (speed read) as many arguments as possible in the allotted time so that they can't address them all.
It becomes this sort of gasping, unintelligible stream.

Yeah... It's supposedly been like this for decades now, so obviously someone thinks it's a good thing.
I thought the idea of debating was to help these kids develop public speaking skills and critical thinking, but apparently not.
Although I guess there has to be some critical thinking skills in rebutting that many arguments on the go.

I don't know if/how they judge the quality of the arguments and rebuttals.
I only know about it because I tuned in to a Uni debate on a subject I thought would be interesting a few years back, only to see that nonsense. Then on here there were a few threads about it because a bunch of posters were upset that a bunch of African American girls won the US series.
