Is this normal? If this temporary clearance has restricted access compared to normal clearance, ok, fair enough, maybe. But does it?

What's funny to me is I found it relatively easy to attain top secret clearance way back when, but Jared Kosher was rejected the first time out. It looks like this time Trump found a workaround.
