I would have had to fire about 1/2 dozen of genius people that have done incredible things over the last two decades for fuck ups if that was the case. I manage many people with Q Level Clearances and have one myself. In fact, some of the biggest fuck ups in the technology world are done by the Cyber Security goofs who are the lowest of the low in most technology organizations.

Cyber Security are the dumbest of IT staff. They are there because they couldn't hack it elsewhere. There is few exceptions to that rule and it's usually a CCNP or CCIE (super rare)... or the bosses who some can actually code. I deal with the Technology staff for most nuclear plants and some top secret sites. My people are the cream of the crop and brought in when others fail. Maybe it's different in other industries, but I highly doubt it.

I should say, even though the Cyber Security peeps are the low rung, they are still often smarter than many of the other professionals outside of IT.
