Using failed takedowns for "control time"

Back in the day Randy Couture did it and it was understood that it was the winning position. He would have more offense and takedowns from there though. Now it seems like people are content to spam the clinch and stall.

Randy made it cool with dirty boxing at least.

The number one priority should always be to inflict damage and to look for finishes. Control by itself should mean absolutely nothing if you aren't doing the above. Therefore this should be considered a neutral position for both without follow up.
 
Wall and Stall (WnS) and Lay and Pray (LnP) are the best strategies ever created in MMA. They suck but are effective.

Rule makers are going to have to figure out a way to fix this loophole or the evolution of MMA is not going to look good.

Yes, and those rules should not always favor striking even more than they already do. There needs to be penalties for ineffective grappling. Strikers are allowed to do absolutely nothing for 25 minutes straight with not even a warning of any consequence (yes I'm looking directly at you Lewis and Ngannou), but grapplers are only given seconds to finish or control is given back to a striking position. That is not right.

The fighter unable or more commonly unwilling to take the risk to get their back off the fence or the mat should be penalized according to the other fighter's preference. If the ref is going to interfere in a fight it should not always be to the strikers benefit.

If the ref needs to stop the fight because a fighter keeps his back stuck against the cage to avoid getting taken down he has to face the consequence of being put on the ground. If a fighter sits on their back doing nothing, trying to stall for a stand up, their opponent should be given back control.
