The UFC FW title has been around for a little over 15 years (Nov 20th 2010)

There's only been 5 different champions and 1 interim (Yair) in that time.

Volk and Aldo have held the title for a combined 3,841 days: 10.52 years

And they're two of the top 10 p4p fighters of all time. No one has moved up from bw and did well at fw. Multiple people have moved up from fw and won championships at lw.

The BW division has still been more competitive throughout history.

A dominant, long-reigning champion makes a division less competitive. Multiple long-reigning champions make it even less competitive.

Not a knock to any division or to say one is better than the other, just an observation over time.
