Don't the rules say you have to go past the halfway mark to score the round with the foul?

No the rule is just over half of the rounds completed and the partial round is scored up to the foul it could have been 5 seconds.

I believe the round only has to begin. I think you may be confused with the rule that more than half the rounds of the fight must be completed to go to a technical decision.

I just had a look at the rules, and it said incomplete rounds should be scored.
Interestingly enough it also said that any point deductions have to be calculated in for that round if applicable. So we've decided that the foul is enough to determine it wasn't a legit TKO, but not enough to take a point.
