Need is aggressive. You are correct. It is not a requirement. However, every ref should verbalize their intent on a judgement call when these fights mean so much monetarily and career wise. In my opinion.

To be fair, Goddard got in the middle of the action iirc and Burns was looking up before rolling to try, he saw the ref giving him a pause to stand back up and he couldnt.
