An early part of ANY gender reassignment journey involves a ton of mental health evaluation and/or treatment. It's not like a Piggly Wiggly where you can walk in and get a Sac-o Chips.
It's the same for hormone blockers etc..... before a doc will prescribe Lupron, mental eval and treatment.
Could you find examples of doctors breaking the rules? Sure, just as with any other field of discipline, you will be able to find outliers. Much MUCH more common for doctors to prescribe antibiotics inappropriately leading to antibiotic resistance, and creation of "superbugs" which, if you get one can change your life status in a hurry, and actually DOES put the general population at risk, UNLIKE all this gender stuff.
Since the dawn of homo-sapiens there have been Men, Women... but also hermaphrodite/Intersex... (True, Pseudo-Male and Pseudo-Female) .
SO... just on the surface of that sentence.... wrong again.
