Y'all may be right.. This doesn't change the precedence of originating authority, though. Given the way the Obama EO reads and the judges decision (although somewhat differing circumstances) in the Judicial Watch case, plus archive precedent from history, I think it's a touch-n-go case.

I speculated there was a lot of this, by that person, any time Trump came near.
